President Museveni has promoted the late Maj Gen Paul Lokech to Lt. General. The promotion was announced in the President’s speech read to mourners by the Internal Affairs Minister Gen Kahinda Otafiire.
The president in his message praised Gen Lokech for being an outstanding man and a hero who he credited for defeating the notorious alshabab terrorists in Mogadishu.
In his speech, President Museveni revealed that Gen Lokech was sent to Mogadishu on a peace keeping mission to protect the airport and state house but because of his bravery he Lokech horned war that defeated the alshababs.
“I appointed Gen Lokech as the assistant IGP with the intention of fighting the high crime rate in Kampala city and the neighbouring cities and on that he has delivered most especially in the Uganda police force”, Museveni said.
Adding that the work done by the late in ensuring that police officers use the CCTV cameras very well instead of playing card games, gambling and wasting time on social media was commendable.
According to Museveni, because of Lokech’s close supervisory role, the said Police officers were duty bound and bale to use CCTV cameras that helped ease arrest of suspected criminals in the city like it was in the attempted murder of Gen. Edward Katumba Wamala.
In his own capacity, Gen. Kahinda Otafiire, the minister of internal affairs asked the management at Uganda police and the family of Gen. Lokech to make sure a postmortem report is prepared and presented to the people of Uganda so they are aware of the cause of death of their heroic son.
Otafire alluded to the fact that government has nothing to do with the death of the general and that he died during the time when the country needed him most.
